<p>MOUNT PLEASANT &#8212; Linda Page, John Burn, Elton Carrier and Dr. Craig Rhyne were elected to Town Council on Tuesday night.</p>
<p>In unofficial results, Page had 9.9 percent of the vote, Burn had 9.6 percent, Carrier 8.4 percent and Rhyne nearly 8 percent. A few provisional or challenged ballots remain, but they are not enough to affect the outcome, said Marilyn Bowers, director of the Charleston County Board of Elections and Voter Registration.</p>
<p>&#8220;That&#8217;s exciting news. I had no idea. Sounds like I won,&#8221; Page said. She owns Page&#8217;s Thieves Market and Page&#8217;s Okra Grill. She is president of the South Carolina Auctioneers Association, a real estate agent and a personal property appraiser.</p>
<p>Burn is the owner of Hughes Equipment Rental and Party Rental. &#8220;It&#8217;s awesome. We worked hard and I had a wonderful group that supported me,&#8221; he said. &#8220;It&#8217;s an honor and I will do my best for my town.&#8221;</p>
<p>Rhyne, a surgeon, said he was surprised, humbled and excited. &#8220;I&#8217;m just happy that I can give back and serve the town that I grew up in and love so much,&#8221; he said.</p>
<p>Carrier, a retired senior vice president with First Federal of Charleston, was not immediately available. David Kent, broker-in-charge and owner of The Real Buyer&#8217;s Agent, was close behind at 7.5 percent of the vote.</p>
<p>The town has 44,607 registered voters. The council seats are elected at large. Nineteen candidates competed for the four seats.</p>

			<content:encoded><![CDATA[<p>With nineteen candidates vying for just four Mount Pleasant Town Council seats, evaluating their qualifications may seem to be a daunting task. But given the considerable influence the Town Council has on our everyday life, it is important that we cast an informed vote for those candidates whose priorities most closely match our own. To that end, I offer the following:</p>
<p>To the candidates: As an informed voter, I am less interested in what you promise to do when elected to Council than I am in what you have already done to make Mount Pleasant a better place to live. As many hiring managers know, “the best predictor of future performance is past performance.” Show me your public service resume that demonstrates your involvement in Town affairs. I’m not going to cast my vote for you based on a slick handout or catchy slogan.</p>
<p>To my fellow voters: Get out and meet the candidates – there are some excellent ones. Go to neighborhood meet and greets, visit a candidate website or read about their positions on the issues. Ask them about their past involvement in Town affairs and what they have already done to make Mount Pleasant a better place to live. Ask about issues that are important to you – and then evaluate how informed they are on the key issues facing the Town.</p>
<p>As for me, I’ll be looking for candidates that have an impressive public service resume, a demonstrated history of community involvement and the independent judgment to understand the challenges we face in the coming years and support reasonable solutions. I don’t often publicly support candidates for office, but my positive past experience working with Chris Nickels on various Town committees and on neighborhood issues over the years leads me to believe he will perform as effectively in the future as a councilman as he has in the past as a citizen leader. I hope to discover three other candidates who have similarly impressive public service resumes.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;"> The next Council will need to establish priorities and make hard choices. We need to pay for essential services that make Mount Pleasant a great place to live and keep taxes low. These are difficult economic times for all municipalities. We must look for new ideas and funding sources to protect the financial health of Mount Pleasant. A degree in finance, a background in economics, and a career in law together with over 20 years helping people and businesses overcome their obstacles makes me particularly qualified to deal with our challenges. I am the candidate who brings to this council race the educational, business and financial background, and substantial relevant experience gained over several years working on a variety of projects for previous councils.</p>
<p style="text-align: justify;">We need to aggressively pursue to completion our current economic development projects. Coleman Blvd, Johnnie Dodds Blvd and the widening of Highway 17 North must continue to move forward to take advantage of monies already made available from the state and federal government. We also need to work hard to keep our small businesses viable. Empty store fronts and vacant residential home sites need to be filled.</p>
<p style="text-align: justify;">I make no apologies for being a fiscal conservative. As such, I intend to protect the financial health of the town while continuing to provide first class services. This will be hard in these tough economic times, but it is possible. We must carefully work with our town administrator, budgeting personnel and department heads to make certain we have the most efficient systems possible while providing essential services. My default setting is a belief that taxes and fees should only be raised as a last resort.</p>

<p style="text-align: justify;">It has been over four years since The BRC for School Accountability issued its report to Town Council. As you recall, the 32 page report outlined three recommendations on how the Charleston County School District (CCSD) could improve educational quality in Moultrie District 2. The recommendations called for the funding and completion of the 2005-2009 Building Program, increased funding at the classroom level and greater self-governance.</p>
<p style="text-align: justify;"><strong>Your work yielded considerable results.</strong> Educational quality here in Moultrie District 2 is as good as ever. And tough to miss are the beautiful schools located throughout the district. But while much has been accomplshed, there is still much to be done.</p>
<p style="text-align: justify;">Mount Pleasant Town Council envisions Moultrie District 2 as the finest district in South Carolina where educational excellence is the standard and where every child leaves our care with unmatched skills. But this requires vigilance on the part of every citizen and your elected representatives. To this end, I am reconvening the BRC with one mission: to assess the CCSD&#8217;s compliance with the recommendations noted above.</p>
<p style="text-align: justify;">The BRC for School Accountability was arguably the most successful special committee ever appointed by Council and I am asking you to serve again. Please complete the enclosed document and return it in the stamped, self-addressed envelope before Octoher 23, 2009.</p>

During those times and <strong>in that central area only</strong> would traffic be reduced to two lanes. This is currently done on East Bay and Calhoun Streets in Charleston very effectively.</p>
<p style="text-align: justify;">I hope this clarifies the proposal that is in discussion stage only. A couple of different versions of this conceptual concept have been floated to the public. </p>

<p style="text-align: justify;">Tuesday, September 29, 2009  MOUNT PLEASANT &#8212; In the area&#8217;s most high-profile political race, this town&#8217;s three mayoral hopefuls are busy pressing the flesh and getting to know the concerns of voters.</p>
<p style="text-align: justify;">Joe Bustos said he has visited 1,000 homes on a door-to-door bicycle campaign.</p>
<p style="text-align: justify;">Gary Santos said he will use the forum to discuss his opposition to narrowing Coleman Boulevard to two lanes.</p>
<p style="text-align: justify;">Billy Swails said the depth of his experience sets him apart from the other candidates.</p>
<p style="text-align: justify;">Council members Billy Swails, Gary Santos and Joe Bustos are beginning to make distinctions between each other as they seek support in the Nov. 3 election. Whether it&#8217;s campaigning on a bicycle-built-for-two or just walking through neighborhoods, the three candidates are ramping up their efforts.</p>
<p style="text-align: justify;">Potential voters will get more chances to evaluate the candidates this week:</p>
<p style="text-align: justify;">• On Thursday, the trio gets together to field questions on transportation, livable communities, housing and community growth in a forum that starts at 6:30 p.m. at Moultrie Middle School.</p>
<p style="text-align: justify;">• The candidates also will be at Memorial Waterfront Park from 5:30 p.m. to about 6 p.m. Thursday for &#8220;Pork and Politics In The Park,&#8221; an event sponsored by the Charleston Metro Chamber of Commerce to help the business community learn about the candidates.</p>
<p style="text-align: justify;"><strong>Town Council candidates &#8212; there are 19 seeking four seats &#8212; also will attend the event in the park, which will last until 7:30 p.m. in the Cooper River Room. It costs $30 per person and includes food and beverage.</strong></p>
<p style="text-align: justify;">• The mayoral candidates appear in a taped debate on &#8220;The Savage Report&#8221; on Comcast Channel 2. The show airs daily at 8:30 p.m. and weekdays at 11:30 a.m. and 5:30 p.m. &#8220;All three go head-to-head on issues like traffic, Shem Creek development and allegations of secret meetings,&#8221; the show&#8217;s Web site states. It is hosted by attorney Andy Savage.</p>
<p style="text-align: justify;">The candidates are vying to replace acting Mayor Kruger Smith, who has held the town&#8217;s top spot since Mayor Harry M. Hallman Jr. resigned in May because of Alzheimer&#8217;s disease. Smith is not seeking the position.</p>
<p style="text-align: justify;">The mayoral candidates all have talked about their extensive council experience. Now they&#8217;re ready to begin telling voters how they&#8217;ll do a better job than the other guys.</p>
<p style="text-align: justify;">Swails said the depth of his experience sets him apart and that he knows better than his opponents the issues facing the town. He said he is excited about the forum. &#8220;The more issues they throw at us, the better,&#8221; he said. &#8220;We need some debates like that to show the difference in the candidates.&#8221;</p>
<p style="text-align: justify;">Bustos&#8217; campaign has included riding a bicycle built-for-two with his wife, Kathy, to go door to door introducing himself and listening to voter concerns. He said he visited his 1,000th home over the weekend. While knocking on doors, Bustos said he has learned that residents want to connect or reconnect with town government. He sees the forum as an important opportunity for that to happen.</p>
<p style="text-align: justify;">Santos said the forum provides another chance for the public to get a close look at the candidates. &#8220;The more access that we have to the public, the better,&#8221; he said. Santos said the forum is an opportunity to discuss his opposition to the council decision to narrow Coleman Boulevard from four lanes to two lanes as part of its Coleman Boulevard Revitalization project.</p>
<p style="text-align: justify;">WCSC-TV anchorman Bill Sharpe will moderate the forum. He said the event will be presented live on the station Web site channel at www.live5news.com. Sharpe said the focus of the forum probably will be on how the town will manage development. The town of 65,000 residents has tripled in size in the past 30 years. Questions won&#8217;t be taken from the public, but those in attendance can meet the candidates afterward. Seating will be on a first-come, first-served basis.</p>
<p style="text-align: justify;">The event is sponsored by the AARP&#8217;s new East Cooper chapter, which decided on the forum as its first project because the mayor&#8217;s race is so hotly contested, said Doris Gleason, director of community outreach for the AARP&#8217;s state chapter.</p>
<p style="text-align: justify;">The council candidates are Steve Brock, Ben Bryson, John W. Burn, Elton K. Carrier, Howard Chalmers, Paiam Etminan, George A. Freeman, David Kent, Henry A. Middleton, Douglas Miller,<strong> Christopher Nickels</strong>, Kenny Oubre, Linda Page, Russell Read, Tom Reilly, Craig Rhyne, Roxanne Riccio, Phyllis Sheffer and Ted Summerford.</p>

Any money collected through impact fees can be used to help keep property and sales taxes from going up or be used to make necessary improvements. For those folks already in place, impact fees, on the surface, appear as a plus. For the person or business that has to pay the impact fee, the fee is a strong negative.</p>
<p>Mount Pleasant town officials are considering cutting impact fees in half to stimulate development. At a recent committee meeting (8/31/09), town administrator Mac Burdette brought up the idea. The fees, charged to new development to help pay for infrastructure and services, have generated revenues in the millions of dollars in recent years. This fiscal year they might bring in $400,000 or less. The $200,000 the town would lose by cutting impact fees in half would not be a significant loss to the town, but the move could boost other revenues such as sales tax and property tax if it were to stimulate building activity.</p>
<p>Impact fee rates depend on the size and type of development. For a new commercial building, impact fees might be as high as $150,000. To be clear, I support cutting the impact fee in half to help stimulate new building activity.</p>
